  "text": "Each Party shall require operators in charge of installations under its jurisdiction to report without delay to the competent authority:\n(a) Any event on their installation causing or likely to cause pollution in the Protocol Area;\n(b) Any observed event at sea causing or likely to cause pollution in the Protocol Area.",
