  "text": "In conformity with Article 13 of the Convention, the Parties shall, where appropriate, cooperate in promoting studies and undertaking programmes of scientific and technological research for the purpose of developing new methods of:\n(a) Carrying out activities in a way that minimises the risk of pollution;\n(b) Preventing, abating, combating and controlling pollution, especially in cases of emergency.",
