  "heading": "Appointment of competent authorities",
  "text": "Each Contracting Party shall appoint one or more competent authorities to:\n(a) Grant, renew and register the authorisations provided for in Section II of this Protocol;\n(b) Issue and register the special and general permits referred to in Article 9 of this Protocol;\n(c) Issue the permits referred to in Annex V to this Protocol;\n(d) Approve the treatment system and certify the sewage treatment plant referred to in Article 11, paragraph 1, of this Protocol;\n(e) Give the prior approval for exceptional discharges referred to in Article 14, paragraph 1 (b), of this Protocol;\n(f) Carry out the duties regarding safety measures referred to in Article 15, paragraphs 3 and 4, of this Protocol;\n(g) Perform the functions relating to contingency planning described in Article 16 and Annex VII to this Protocol;\n(h) Establish monitoring procedures as provided in Article 19 of this Protocol;\n(i) Supervise the removal operations of the installations as provided in Article 20 of this Protocol.",
