  "text": "1. EATRIS ERIC shall have at least three Member States as Member, only States and intergovernmental organisations may become Member and have voting rights.\n2. Any Member shall appoint one or two representatives in the Board of Governors. Two representatives shall together hold one vote.\n3. The Members and their representatives are listed in Appendix 1. The States that submitted the application requesting the setting up of EATRIS ERIC to the European Commission are hereinafter referred to as Founding Members.",
