Division 3 Concerning the fixed contribution there shall be two categories,

  1. (a)

    Members with less than 3 million inhabitants, or Members that are international organisations, shall pay a fixed contribution according to the lower category; and

  2. (b)

    Members with 3 million or more inhabitants shall pay a fixed contribution according to the higher category.
