  "text": "1. At the request of the Board, the Committee may set up working groups from among its members, in agreement with the Commission services.\n2. The working groups shall be required to discuss specific issues relevant to the work of the Committee, on the basis of terms of reference defined by the Committee, and to report back on the results of their deliberations. Such working groups shall be disbanded as soon as their task is completed.",
