  "text": "DRAFT\nDECISION No 1/2014 OF THE EU-CENTRAL AMERICA ASSOCIATION COUNCIL\nof … 2014\nadopting its Rules of Procedure and those of the Association Committee\nTHE EU-CENTRAL AMERICA ASSOCIATION COUNCIL,\nHaving regard to the Agreement establishing an Association between the European Union and its Member States, on the one part, and Central America, on the other, (‘the Agreement’) and in particular Article 4, 5(2), 7(3) and 8(6), thereof,\nWhereas:\n(1)\nPursuant to Article 353(4), Part IV of the Agreement concerning trade matters has been applied since 1 August 2013 with Nicaragua, Honduras and Panama, since 1 October 2013 with El Salvador and Costa Rica and since 1 December 2013 with Guatemala.\n(2)\nIn order to contribute to the effective implementation of the Agreement, its institutional framework should be established as soon as possible.\n(3)\nSave as otherwise specified in the Agreement, it is for the Association Council to supervise the implementation of the Agreement and to establish its own rules of procedure as well as those of the Association Committee and Sub Committees,\nHAS ADOPTED THIS DECISION:\nDone at …, 2014.\nFor the Association Council\nFor the Republics of the CA Party\nFor the EU Party",
