  "text": "Council Decision 2014/485/CFSP\nof 22 July 2014\namending Decision 2012/389/CFSP on the European Union Mission on Regional Maritime Capacity Building in the Horn of Africa (EUCAP NESTOR)\nTHE COUNCIL OF THE EUROPEAN UNION,\nHaving regard to the Treaty on European Union, and in particular Article 28, Article 42(4) and Article 43(2) thereof,\nHaving regard to the proposal from the High Representative of the Union for Foreign Affairs and Security Policy,\nWhereas:\n(1)\nOn 16 July 2012, the Council adopted Decision 2012/389/CFSP. That Decision expires on 15 July 2014.\n(2)\nOn 18 March 2014, the Political and Security Committee (PSC) recommended extending the Mission until 12 December 2016 in accordance with the Strategic Review.\n(3)\nEUCAP NESTOR will be conducted in the context of a situation which may deteriorate and could impede the achievement of the objectives of the Union's external action as set out in Article 21 of the Treaty on European Union (TEU),\nHAS ADOPTED THIS DECISION:",
