    as members:

    • Mr Mihkel JUHKAMI, Mayor of the City of Rakvere,

    • Mr Urmas SUKLES, Mayor of the City of Haapsalu;

    and

  2. (b)

    as alternate members:

    • Mr Hannes HANSO, Mayor of the City of Kuressaare,

    • Mr Rait PIHELGAS, Mayor of Ambla Rural Municipality.
