  "text": "1. EMPIR shall be implemented on the basis of annual work plans.\n2. EURAMET shall provide financial support mainly in the form of grants to participants following calls for proposals.\nBefore identifying the topics of each call for proposals, EURAMET shall invite interested individuals or organisations from the metrology research community and users to suggest potential research topics.",
