  "text": "Council Decision 2014/821/CFSP\nof 4 November 2014\nconcerning the signing and conclusion of the Agreement between the European Union and Ukraine on the status of the European Union Advisory Mission for Civilian Security Sector Reform Ukraine (EUAM Ukraine)\nTHE COUNCIL OF THE EUROPEAN UNION,\nHaving regard to the Treaty on European Union, and in particular Article 37 thereof, in conjunction with Article 218(5) and (6) of the Treaty on the Functioning of the European Union,\nHaving regard to the proposal from the High Representative of the Union for Foreign Affairs and Security Policy,\nWhereas:\n(1)\nOn 22 July 2014, the Council adopted Decision 2014/486/CFSP.\n(2)\nOn the same day, the Council adopted the Decision authorising the opening of negotiations with Ukraine in order to conclude an Agreement between the European Union and Ukraine on the status of the European Union Common Security and Defence Policy (CSDP) mission in Ukraine.\n(3)\nAn agreement on the status of European Union Advisory Mission for Civilian Security Sector Reform Ukraine (EUAM Ukraine) (‘the Agreement’) has been negotiated between the Union and Ukraine.\n(4)\nThe Agreement should be approved,\nHAS ADOPTED THIS DECISION:",
