  "text": "Council Decision (EU) 2015/1198\nof 13 July 2015\non the position to be adopted on behalf of the European Union within the Joint Committee established by the Agreement in the form of an Exchange of Letters between the European Economic Community and the Principality of Andorra as regards the replacement of the Appendix to the Agreement concerning the definition of the concept of ‘originating products’ and methods of administrative cooperation\nTHE COUNCIL OF THE EUROPEAN UNION,\nHaving regard to the Treaty on the Functioning of the European Union, and in particular Article 207 in conjunction with Article 218(9) thereof,\nHaving regard to the proposal from the European Commission,\nWhereas:\n(1)\nThe Appendix to the Agreement in the form of an Exchange of Letters between the European Economic Community and the Principality of Andorra (‘the Agreement’) concerns the definition of the concept of ‘originating products’ and methods of administrative cooperation (‘the Appendix’).\n(2)\nThe Regional Convention on pan-Euro-Mediterranean preferential rules of origin (‘the Convention’) lays down provisions on the origin of goods traded under relevant agreements concluded between the contracting parties.\n(3)\nTo improve legal certainty for traders and ensure uniform application by both parties, the Appendix should be amended to take account of the changes in the rules of origin in the pan-Euro-Mediterranean region brought about by the Convention.\n(4)\nAccordingly, the Joint Committee established by the Agreement must adopt a decision on the replacement of the Appendix by a new Appendix aligned to the provisions of the Convention, where necessary.\n(5)\nThe position of the Union within the Joint Committee should therefore be based on the attached draft decision,\nHAS ADOPTED THIS DECISION:",
