Article 16 Liability

1.
The Organisation shall be liable for its debts.
2.
The members' financial liability for the debts of the Organisation shall be limited to the value of each individual member's respective annual contribution agreed upon in the annual budget.
3.
The Organisation shall take appropriate insurance to cover the risks specific to the construction and operation of the ESS.
