  "text": "1. Rights of observers shall include:\n(a) the right to attend the Council without a vote;\n(b) the right to encourage its research community to participate in ESS events, such as summer schools, workshops, conferences, training courses at preferential rates, space permitting.\n2. Each observer shall, if applicable, appoint one or more representing entities in accordance with Article 3(4).",
