The decision to sign the Stabilisation and Association Agreement subject to its conclusion at a later date, including the legal bases used in that regard, is without prejudice to Member States' positions on status and does not constitute recognition of Kosovo^f1 by the Union as an independent State, nor does it constitute recognition by individual Member States in that capacity where they have not previously taken such a step.
