  "text": "PREFACE\nResourcing of the ICOS National Networks is organised nationally, and the funding is not included in host contributions. ICOS Central Facilities, operated outside the ICOS ERIC either as national or as multinational consortia, are funded in major part from the hosting countries and in lesser part by ICOS ERIC through reallocation of annual contributions. ICOS ERIC integrated activities are funded by annual contributions and by host premium contributions.\nPRINCIPLES\nAnnual membership contribution to the ICOS ERIC is based on the following variables:\ncommon basic contribution (50 % of the common contributions),\ncommon GNI-based contribution (50 % of the common contributions),\nstation-based contributions.\nHosting countries are committed to pay host premium contributions to ICOS ERIC (HO, CP).\nObservers will pay annual Observer contributions based on the same calculation method as for Members.\nMembers or Observers joining the ICOS ERIC will pay the full annual contribution for the year of entry.\nAnnual contributions of intergovernmental organisations will be decided by the General Assembly.\nICOS ERIC budget and activities will be adjusted to match the revenue.\nInitial commitments\nBefore the end of the initial 5-year period the General Assembly will decide about the calculation method for subsequent periods.\n(a) initial commitment for Members is 5 years (unless GA decides otherwise). No initial commitment for Observers;\n(b) the indicative revenue structure of ICOS ERIC for 5 years is shown below (Table 1) and is based on an estimated participation of the countries that have signed the Letter of Intent;\n(c) the maximum relative host premium contribution for the first 5-year budget of the Head Office or Carbon Portal cannot exceed 80 % of the annual budget of each component;\n(d) the initial ICOS RI total 5-year budget is detailed in the financial plan (location to be defined);\n(e) annual contributions are listed in Table 2. Note: the budget is an estimate based on countries' intention to become ICOS ERIC in 2013. It will be revised based on the final membership by the first GA.\nTable 1\nThe plan for ICOS ERIC revenue and expenditure structure for the first 5 years, calculated based on the estimations in Table 2\nRevenue, kEUR\n2015\n2016\n2017\n2018\n2019\nCommon basic contribution\n166\n154\n154\n154\n154\nCommon GNI-based contribution\n176\n171\n171\n171\n171\nStation-based contribution\n616\n859\n859\n859\n859\nHost premium contribution (HO)\n950\n950\n950\n950\n950\nHost premium contribution (CP)\n859\n859\n859\n859\n859\nTotal\n2 767\n2 993\n2 993\n2 993\n2 993\nExpenditure, kEUR\n2015\n2016\n2017\n2018\n2019\nHead Office and common activities\n1 135\n1 126\n1 126\n1 126\n1 126\nCarbon Portal activities\n1 016\n1 008\n1 008\n1 008\n1 008\nCentral Facilities activities\n616\n859\n859\n859\n859\nTotal\n2 767\n2 993\n2 993\n2 993\n2 993\nTable 2\nEstimated annual contributions and host premium contributions towards ICOS ERIC for the first five years of operation\nThe total annual contribution for Sweden will not exceed 7 750 000 SEK.\nMember/Observer* country\nAnnual contribution\n2015\n2016\n2017\n2018\n2019\nBelgium\n—\nTOTAL\n57 836\n95 199\n95 199\n95 199\n95 199\n—\nCommon basic contr.\n18 462\n17 143\n17 143\n17 143\n17 143\n—\nCommon GNI-based contr\n7 625\n7 407\n7 407\n7 407\n7 407\n—\nStation-based contribution\n31 750\n70 650\n70 650\n70 650\n70 650\nFinland\n—\nTOTAL\n112 938\n133 009\n133 009\n133 009\n133 009\n—\nCommon basic contr.\n18 462\n17 143\n17 143\n17 143\n17 143\n—\nCommon GNI-based contr\n3 877\n3 766\n3 766\n3 766\n3 766\n—\nStation-based contribution\n90 600\n112 100\n112 100\n112 100\n112 100\n—\nHost premium contribution\n900 000\n900 000\n900 000\n900 000\n900 000\nFrance\n—\nTOTAL\n163 087\n182 067\n182 067\n182 067\n182 067\n—\nCommon basic contr.\n18 462\n17 143\n17 143\n17 143\n17 143\n—\nCommon GNI-based contr\n42 026\n40 825\n40 825\n40 825\n40 825\n—\nStation-based contribution\n102 600\n124 100\n124 100\n124 100\n124 100\n—\nHost premium contribution\n50 000\n50 000\n50 000\n50 000\n50 000\nGermany\n—\nTOTAL\n205 424\n288 461\n288 461\n288 461\n288 461\n—\nCommon basic contr.\n18 462\n17 143\n17 143\n17 143\n17 143\n—\nCommon GNI-based contr\n54 012\n52 468\n52 468\n52 468\n52 468\n—\nStation-based contribution\n132 950\n218 850\n218 850\n218 850\n218 850\nItaly\n—\nTOTAL\n95 052\n92 796\n92 796\n92 796\n92 796\n—\nCommon basic contr.\n18 462\n17 143\n17 143\n17 143\n17 143\n—\nCommon GNI-based contr\n32 790\n31 853\n31 853\n31 853\n31 853\n—\nStation-based contribution\n43 800\n43 800\n43 800\n43 800\n43 800\nNetherlands\n—\nTOTAL\n57 237\n66 314\n66 314\n66 314\n66 314\n—\nCommon basic contr.\n18 462\n17 143\n17 143\n17 143\n17 143\n—\nCommon GNI-based contr\n12 375\n12 021\n12 021\n12 021\n12 021\n—\nStation-based contribution\n26 400\n37 150\n37 150\n37 150\n37 150\n—\nHost premium contribution\n139 338\n139 338\n139 338\n139 338\n139 338\nNorway\n—\nTOTAL\n89 285\n109 272\n109 272\n109 272\n109 272\n—\nCommon basic contr.\n18 462\n17 143\n17 143\n17 143\n17 143\n—\nCommon GNI-based contr\n6 773\n6 579\n6 579\n6 579\n6 579\n—\nStation-based contribution\n64 050\n85 550\n85 550\n85 550\n85 550\nSweden\n—\nTOTAL\n123 133\n153 851\n153 851\n153 851\n153 851\n—\nCommon basic contr.\n18 462\n17 143\n17 143\n17 143\n17 143\n—\nCommon GNI-based contr\n7 472\n7 258\n7 258\n7 258\n7 258\n—\nStation-based contribution\n97 200\n129 450\n129 450\n129 450\n129 450\n—\nHost premium contribution\n719 259\n719 259\n719 259\n719 259\n719 259\nSwitzerland*\n—\nTOTAL\n54 114\n63 281\n63 281\n63 281\n63 281\n—\nCommon basic contr.\n18 462\n17 143\n17 143\n17 143\n17 143\n—\nCommon GNI-based contr\n9 253\n8 988\n8 988\n8 988\n8 988\n—\nStation-based contribution\n26 400\n37 150\n37 150\n37 150\n37 150\nGRAND TOTAL\n2 766 703\n2 992 848\n2 992 848\n2 992 848\n2 992 848",
