  "heading": "The Monitoring Trustee shall:",
  "text": "(a) propose in its first report to the Commission a detailed work plan describing how it intends to monitor compliance with the commitments attached to the Final Decision;\n(b) monitor the compliance with all the commitments of the Final Decision and with Clauses 3 to 11 of the Term Sheet;\n(c) assume the other functions assigned to the Monitoring Trustee under the commitments attached to the Final Decision;\n(d) propose to AIB such measures as the Monitoring Trustee considers necessary to ensure AIB's compliance with the commitments attached to the Final Decision; and\n(e) provide to the Commission, sending AIB a non-confidential copy at the same time, a written report within 15 days after the end of every quarter. The report shall cover the operation and management of Clauses 3 to 11 of the Term Sheet so that the Commission can assess whether the business is held in a manner consistent with the commitments. In addition to these reports, the Monitoring Trustee shall promptly report in writing to the Commission, sending AIB a non-confidential copy at the same time, if it concludes on reasonable grounds that AIB is failing to comply with the commitments assumed by Ireland.",
