  "text": "EUCI shall be transferred to contractors or grant beneficiaries located in third States in accordance with security measures agreed between the Commission Security Authority, the Commission department, as the contracting or granting authority, and the NSA, DSA or other competent security authority of the concerned third country where the contractor or grant beneficiary is registered.",
