  "text": "Commission Implementing Decision (EU) 2016/1032\nof 13 June 2016\nestablishing best available techniques (BAT) conclusions, under Directive 2010/75/EU of the European Parliament and of the Council, for the non-ferrous metals industries\n(notified under document C(2016) 3563)\n(Text with EEA relevance)\nTHE EUROPEAN COMMISSION,\nHaving regard to the Treaty on the Functioning of the European Union,\nHaving regard to Directive 2010/75/EU of the European Parliament and of the Council of 24 November 2010 on industrial emissions (integrated pollution prevention and control), and in particular Article 13(5) thereof,\nWhereas:\n(1)\nBest available techniques (BAT) conclusions are the reference for setting permit conditions for installations covered by Chapter II of Directive 2010/75/EU and competent authorities should set emission limit values which ensure that, under normal operating conditions, emissions do not exceed the emission levels associated with the best available techniques as laid down in the BAT conclusions.\n(2)\nThe forum composed of representatives of Member States, the industries concerned and non-governmental organisations promoting environmental protection, established by Commission Decision of 16 May 2011, provided the Commission on 4 December 2014 with its opinion on the proposed content of the BAT reference document for the non-ferrous metals industries. That opinion is publicly available.\n(3)\nThe BAT conclusions set out in the Annex to this Decision are the key element of that BAT reference document.\n(4)\nThe measures provided for in this Decision are in accordance with the opinion of the Committee established by Article 75(1) of Directive 2010/75/EU,\nHAS ADOPTED THIS DECISION:",
