  "text": "Council Decision (EU) 2016/1170\nof 12 July 2016\non the position to be adopted, on behalf of the European Union, within the Joint Committee established by the Framework Agreement on Comprehensive Partnership and Cooperation between the European Community and its Member States, of the one part, and the Republic of Indonesia, on the other part, in relation to the adoption of the rules of procedure of the Joint Committee, and the setting up of specialised working groups\nTHE COUNCIL OF THE EUROPEAN UNION,\nHaving regard to the Treaty on the Functioning of the European Union, and in particular Articles 207 and 209 in conjunction with Article 218(9) thereof,\nHaving regard to the proposal from the European Commission,\nWhereas:\n(1)\nThe Framework Agreement on Comprehensive Partnership and Cooperation between the European Community and its Member States, of the one part, and the Republic of Indonesia, of the other part (the ‘Agreement’) entered into force on 1 May 2014.\n(2)\nIn accordance with Article 41 of the Agreement, a Joint Committee was established in order to ensure, inter alia, the proper functioning and implementation of the Agreement (the ‘Joint Committee’).\n(3)\nIn order to contribute to the effective implementation of the Agreement, the rules of procedure of the Joint Committee should be adopted.\n(4)\nPursuant to Article 41 of the Agreement, the Joint Committee may set up specialised working groups in order to assist it in the performance of its tasks.\n(5)\nTherefore, the position of the Union within the Joint Committee as regards the adoption of the rules of procedure of the Joint Committee and the setting up of specialised working groups should be based on the attached draft Decisions of the Joint Committee,\nHAS ADOPTED THIS DECISION:",
