  "text": "Council Decision (CFSP) 2016/1173\nof 18 July 2016\namending Decision 2010/788/CFSP concerning restrictive measures against the Democratic Republic of the Congo\nTHE COUNCIL OF THE EUROPEAN UNION,\nHaving regard to the Treaty on European Union, and in particular Article 29 thereof,\nHaving regard to the proposal from the High Representative of the Union for Foreign Affairs and Security Policy,\nWhereas:\n(1)\nOn 20 December 2010, the Council adopted Decision 2010/788/CFSP.\n(2)\nOn 23 June 2016, the United Nations Security Council adopted Resolution 2293 (2016) concerning the Democratic Republic of the Congo (DRC). That Resolution provides for certain amendments to the exemptions to the arms embargo as well as to the criteria for designation with regard to restrictions on travel and the freezing of funds, as imposed by United Nations Security Council Resolution 1807 (2008).\n(3)\nFurther Union action is needed in order to implement those amendments,\nHAS ADOPTED THIS DECISION:",
