  "text": "1. The Director shall designate the contract staff members responsible for reporting on personnel wholly or partly subordinate to them.\n2. Each contract staff member shall be interviewed personally by the contract staff member responsible for the report. That evaluation may be supplemented by a secondary evaluation at a higher level. The contract staff member shall be notified of his or her annual evaluation, and shall sign the report form.\n3. The annual report is an administrative act established for internal use. There can be no appeal to any external body against it.\n4. When all reports have been written, the Director and the Head of Administration and Personnel shall convene to decide on possible promotions.",
