  "text": "Council Decision (EU) 2016/1351\nof 4 August 2016\nconcerning the Staff Regulations of the European Defence Agency, and repealing Decision 2004/676/EC\nTHE COUNCIL OF THE EUROPEAN UNION,\nHaving regard to Council Decision (CFSP) 2015/1835 of 12 October 2015 defining the statute, seat and operational rules of the European Defence Agency, and in particular Article 11(3)(a) thereof,\nWhereas:\n(1)\nThe Council, acting by unanimity, should lay down the Staff Regulations of personnel recruited directly by the European Defence Agency (hereinafter referred to as the ‘Agency’) under fixed-term contracts, selected among nationals of participating Member States.\n(2)\nThe Staff Regulations should be such as to secure for the Agency the services of staff of the highest standard of ability and efficiency, recruited from among candidates from all participating Member States on the broadest possible geographical basis, and from the Union institutions.\n(3)\nSince the rules established by this Decision should replace those laid down in Council Decision 2004/676/EC, that Decision should be repealed,\nHAS ADOPTED THIS DECISION:",
