  "text": "1. For the purposes of this Decision, the places of recruitment, secondment and return of an SNE shall be determined by the Agency in terms of the geographical position of those places based on their latitude and longitude, as calculated by the HR Unit.\n2. For the purposes of this Decision:\n(a) the place of recruitment shall be the place where the SNE performed their duties for their employer prior to secondment;\n(b) the place of secondment shall be Brussels;\n(c) the place of return shall be the place where the SNE will perform their main activity after the secondment is terminated.\nThe place of recruitment shall be determined in the Exchange of Letters referred to in Article 4.\n3. For the purposes of this Article, circumstances arising from work done by SNEs for a state other than that of the place of secondment shall not be taken into account.",
