  "text": "Council Decision (CFSP) 2016/1961\nof 8 November 2016\namending Decision 2014/145/CFSP concerning restrictive measures in respect of actions undermining or threatening the territorial integrity, sovereignty and independence of Ukraine\nTHE COUNCIL OF THE EUROPEAN UNION,\nHaving regard to the Treaty on European Union, and in particular Article 29 thereof,\nHaving regard to Council Decision 2014/145/CFSP of 17 March 2014 concerning restrictive measures in respect of actions undermining or threatening the territorial integrity, sovereignty and independence of Ukraine, and in particular Article 3(1) thereof,\nHaving regard to the proposal of the High Representative of the Union for Foreign Affairs and Security Policy,\nWhereas:\n(1)\nOn 17 March 2014, the Council adopted Decision 2014/145/CFSP.\n(2)\nFollowing the organisation by the Russian Federation of State Duma elections in the illegally annexed Crimea and Sevastopol, the Council considers that six persons should be added to the list of persons, entities and bodies subject to restrictive measures as set out in the Annex to Decision 2014/145/CFSP.\n(3)\nThe Annex to Decision 2014/145/CFSP should be amended accordingly,\nHAS ADOPTED THIS DECISION:",
