  "text": "Council Decision (EU) 2016/2117\nof 29 September 2016\non the conclusion, on behalf of the Union, of the Framework Agreement on Comprehensive Partnership and Cooperation between the European Union and its Member States, of the one part, and the Socialist Republic of Vietnam, of the other part\nTHE COUNCIL OF THE EUROPEAN UNION,\nHaving regard to the Treaty on the Functioning of the European Union, and in particular Articles 207 and 209, in conjunction with Article 218(6)(a) thereof,\nHaving regard to the proposal from the European Commission,\nHaving regard to the consent of the European Parliament,\nWhereas:\n(1)\nIn accordance with Council Decision 2012/279/EU, the Framework Agreement on Comprehensive Partnership and Cooperation between the European Union and its Member States, of the one part, and the Socialist Republic of Vietnam, of the other part (‘the Agreement’), was signed on 27 June 2012, subject to its conclusion.\n(2)\nThe Agreement should be approved,\nHAS ADOPTED THIS DECISION:",
