  "text": "The IAEA will be entrusted with the technical implementation of the projects. The projects will be implemented directly by staff of the IAEA, experts from the Members States and contractors. The implementation of the projects will be in accordance with the Financial and Administrative Framework Agreement and the financing agreement to be concluded between the European Commission and the IAEA.",
