  "text": "To achieve the objectives listed in Article 4, the Platform at Union level shall encourage cooperation between Member States through:\n(a) exchanging best practices and information;\n(b) developing expertise and analysis;\n(c) encouraging and facilitating innovative approaches to effective and efficient cross-border cooperation and evaluating experiences;\n(d) contributing to a horizontal understanding of matters relating to undeclared work.",
