  "text": "Council Decision (CFSP) 2016/947\nof 14 June 2016\namending Joint Action 2008/124/CFSP on the European Union Rule of Law Mission in Kosovo (EULEX Kosovo)\nTHE COUNCIL OF THE EUROPEAN UNION,\nHaving regard to the Treaty on European Union, and in particular Article 28, Article 42(4) and Article 43(2) thereof,\nHaving regard to the proposal from the High Representative of the Union for Foreign Affairs and Security Policy,\nWhereas:\n(1)\nOn 4 February 2008, the Council adopted Joint Action 2008/124/CFSP.\n(2)\nOn 12 June 2014, the Council adopted Decision 2014/349/CFSP which amended Joint Action 2008/124/CFSP and extended it until 14 June 2016.\n(3)\nOn 11 June 2015, the Council adopted Decision 2015/901/CFSP amending Joint Action 2008/124/CFSP, providing a financial reference amount for the period from 15 June 2015 until 14 June 2016.\n(4)\nJoint Action 2008/124/CFSP should be amended to extend the mandate of EULEX Kosovo until 14 June 2018 and provide a new financial reference amount intended to cover the period from 15 June 2016 until 14 June 2017.\n(5)\nNothing in this Decision should be understood as prejudicing the independence and the autonomy of the judges and prosecutors.\n(6)\nDue to the special character of the activities of EULEX Kosovo in support of the relocated judicial proceedings within a Member State, it is appropriate to identify in this Decision the amount envisaged to cover the support to the relocated judicial proceedings within a Member State and to provide for the implementation of that part of the budget through a grant.\n(7)\nEULEX Kosovo will be conducted in the context of a situation which may deteriorate and could impede the achievement of the objectives of the Union's external action as set out in Article 21 of the Treaty.\n(8)\nJoint Action 2008/124/CFSP should therefore be amended accordingly,\nHAS ADOPTED THIS DECISION:",
