  "text": "DRAFT\nDECISION No 1/2017 OF THE EUROPEAN UNION/SWITZERLAND GNSS COMMITTEE\nof …\nregarding the adoption of its Rules of Procedure\nTHE EUROPEAN UNION/SWITZERLAND GNSS COMMITTEE,\nHaving regard to the Cooperation Agreement between the European Union and its Member States, of the one part, and the Swiss Confederation, of the other, on the European satellite navigation programmes, and in particular Article 20 thereof,\nWhereas:\n(1)\nThe Cooperation Agreement between the European Union and its Member States, of the one part, and the Swiss Confederation, of the other, on the European satellite navigation programmes (‘the Agreement’) has been provisionally applied between the Swiss Confederation (‘Switzerland’) and the Union since 1 January 2014 as regards elements falling within the competence of the Union.\n(2)\nIn accordance with Article 20(2) of the Agreement, the European Union/Switzerland GNSS Committee (‘the Joint Committee’) is to establish its rules of procedure.\n(3)\nIn accordance with Article 20(4) of the Agreement, the Joint Committee may decide to set up working groups or groups of experts to assist it in the accomplishment of its tasks.\n(4)\nIn accordance with Article 27(2) of the Agreement, the Joint Committee shall be made up of representatives of Switzerland and of the Union during the provisional application of the Agreement,\nHAS ADOPTED THIS DECISION:\nDone in English at Brussels and Berne, […] and […], respectively.\nFor the Joint Committee\nThe Chair\nSecretary for the European Union\nSecretary for Switzerland",
