  "text": "In drafting TSIs and amendments thereto upon the Commission requests pursuant to Article 5(2) of Directive (EU) 2016/797, the Agency shall follow the specific objectives laid down in Articles 3 to 14 of this Decision.\nThe Agency shall make recommendations to the Commission after taking into account the estimated costs and benefits of the specific objectives referred to in the first subparagraph.",
