In the fourth preambular paragraph, the words ‘sulphur and volatile organic compounds, as well as secondary pollutants such as ozone’ are replaced by the words ‘sulphur, volatile organic compounds, ammonia and directly emitted particulate matter, as well as secondarily formed pollutants such as ozone, particulate matter’.
