  "text": "Council Decision (EU) 2017/1790\nof 25 September 2017\non the position to be taken, on behalf of the European Union, within the Cooperation Council established by the Partnership and Cooperation Agreement between the European Communities and their Member States, of the one part, and the Republic of Armenia, of the other part, with regard to the adoption of the EU-Armenia Partnership Priorities\nTHE COUNCIL OF THE EUROPEAN UNION,\nHaving regard to the Treaty on European Union, and in particular Article 37 thereof,\nHaving regard to the Treaty on the Functioning of the European Union, and in particular Articles 207 and 209, in conjunction with Article 218(9) thereof,\nHaving regard to the proposal from the European Commission and the High Representative of the Union for Foreign Affairs and Security Policy,\nWhereas:\n(1)\nThe Partnership and Cooperation Agreement between the European Communities and their Member States, of the one part, and the Republic of Armenia, of the other part (the ‘Agreement’), was signed on 22 April 1996 and entered into force on 1 July 1999.\n(2)\nIn accordance with Article 78 of the Agreement, the Cooperation Council established by the Agreement may make appropriate recommendations to attain the objectives of the Agreement.\n(3)\nThe Parties have agreed to establish Partnership Priorities with a view to providing guidance and focus for their joint work on a sector-by-sector basis.\n(4)\nThe Partnership Priorities will be adopted by the Cooperation Council.\n(5)\nThe position of the Union within the Cooperation Council with regard to the adoption of the EU-Armenia Partnership Priorities is to be adopted by the Council,\nHAS ADOPTED THIS DECISION:",
