Article 4 General principles

The General Secretariat of the Council (‘the GSC’) shall ensure that documents are made available for reuse:

1. (a)

   by all;

2. (b)

   without the need to make an individual application;

3. (c)

   free of charge; and

4. (d)

   for commercial and non-commercial purposes.
