  "text": "DRAFT\nDECISION No 1/2017 OF THE EU-AFGHANISTAN JOINT COMMITTEE\nof …\nregarding the adoption of its Rules of Procedure\nTHE EU-AFGHANISTAN JOINT COMMITTEE,\nHaving regard to the Cooperation Agreement on Partnership and Development between the European Union and its Member States, on the one part, and the Islamic Republic of Afghanistan, of the other part, and in particular Article 49(5) thereof,\nWhereas:\n(1)\nThe Cooperation Agreement on Partnership and Development between the European Union and its Member States, on the one part, and the Islamic Republic of Afghanistan, of the other part (‘the Agreement’), was signed on 18 February 2017 and is subject to provisional application pursuant to Article 59(2) and (3) of the Agreement and to Article 3 of Council Decision (EU) 2017/434.\n(2)\nThe Joint Committee was established pursuant to Article 49 of the Agreement.
