  "text": "DRAFT\nDECISION No 1/… OF THE EU-CUBA JOINT COUNCIL\nof …\nadopting its Rules of Procedure and those of the Joint Committee\nTHE EU-CUBA JOINT COUNCIL,\nHaving regard to the Political Dialogue and Cooperation Agreement between the European Union and its Member States, of the one part, and the Republic of Cuba, of the other part, (‘the Agreement’) and in particular Articles 81(4) and 82(3) thereof,\nWhereas:\n(1)\nIn accordance with Article 86(3) of the Agreement, parts of the Agreement have been applied provisionally between the Union and Cuba since 1 November 2017.\n(2)\nPursuant to Article 81(4) of the Agreement, the Joint Council is to establish its own rules of procedure.\n(3)\nPursuant to Article 82(1) of the Agreement, the Joint Council is to be assisted in the performance of its duties by a Joint Committee.\n(4)\nPursuant to Article 82(3) of the Agreement, the Joint Council is to establish the rules of procedure of the Joint Committee,\nHAS ADOPTED THIS DECISION:\nDone at …, …\nFor the Joint Council\nThe Chair",
