  "text": "The core objective of this Decision is to support a number of States to strengthen their arms transfer control systems for effective implementation of the ATT and to promote its universalisation. Specifically, the Union action will provide:\n(a) reinforcement of arms transfer control capacities and expertise of beneficiary countries;\n(b) further awareness of, and ownership by relevant stakeholders such as competent regional organisations, national parliaments and civil society representatives that are interested in the ATT's long term implementation effectiveness;\n(c) outreach to other countries with a view to supporting universalisation and effective implementation of the ATT.",
