  "text": "Council Decision (EU) 2018/1107\nof 20 July 2018\non the conclusion of a Partnership and Cooperation Agreement between the European Union and its Member States, of the one part, and the Republic of Iraq, of the other part\nTHE COUNCIL OF THE EUROPEAN UNION,\nHaving regard to the Treaty on the Functioning of the European Union, and in particular Articles 91, 100, 207 and 209 in conjunction with Article 218(6)(a) thereof,\nHaving regard to the proposal from the European Commission,\nHaving regard to the consent of the European Parliament,\nWhereas:\n(1)\nThe Partnership and Cooperation Agreement between the European Union and its Member States, of the one part, and the Republic of Iraq, of the other part, (‘the Agreement’), was signed on 11 May 2012, subject to its possible conclusion at a later date.\n(2)\nThe Agreement should be approved,\nHAS ADOPTED THIS DECISION:",
