  "text": "For the purposes of this Decision, the definitions set out in Article 2 of Directive 2005/94/EC shall apply.\nIn this Decision, the definitions in Council Directive 2005/94/EC are to be interpreted as if—\n(a) in point 18, the reference to “competent authority” were a reference to the appropriate Minister;\n(b) in point 25, the reference to “Community vaccine bank” were a reference to the EU or any other vaccine bank;\n(c) in point 29, in the reference to “primary outbreak”, for the words “Member State” to the end there were substituted “ constituent part of Great Britain, or the first outbreak in a different constituent part of Great Britain ”.\nFor the purposes of this Decision—\n(a) “the appropriate Minister” means—\n(i) in relation to England, the Secretary of State;\n(ii) in relation to Scotland, the Scottish Ministers;\n(iii) in relation to Wales, the Welsh Ministers;\n(b) “constituent part”, in relation to the United Kingdom, means England, Scotland, Wales or Northern Ireland.",
