  "text": "BAT 21. In order to prevent or limit the environmental consequences of accidents and incidents, BAT is to use all of the techniques given below, as part of the accident management plan (see BAT 1).\nTechnique\nDescription\na.\nProtection measures\nThese include measures such as:\nprotection of the plant against malevolent acts;\nfire and explosion protection system, containing equipment for prevention, detection, and extinction;\naccessibility and operability of relevant control equipment in emergency situations.\nb.\nManagement of incidental/accidental emissions\nProcedures are established and technical provisions are in place to manage (in terms of possible containment) emissions from accidents and incidents such as emissions from spillages, firefighting water, or safety valves.\nc.\nIncident/accident registration and assessment system\nThis includes techniques such as:\na log/diary to record all accidents, incidents, changes to procedures and the findings of inspections;\nprocedures to identify, respond to and learn from such incidents and accidents.",
