  "text": "1. The sub-committees and working groups will work under the authority of the Joint Committee. They will report and transmit their minutes and conclusions to the co-chairs within 30 calendar days of the end of each meeting.\n2. The sub-committees and working groups will not have decision-making power, but they may submit recommendations to the Joint Committee.",
