  "text": "The selection criteria shall assess the applicant's financial and operational capacity to complete the proposed work programme.\nApplicants will only be selected if, based on specific supporting documents related to their performance during the two previous years, they can demonstrate\noperational capacity — the applicant must have the professional competencies and qualifications required to complete the proposed work programme, and\nfinancial capacity — the applicant must have stable and sufficient sources of funding to maintain his activity throughout the year for which the grant is awarded and to participate in its funding.\nIn certain exceptional circumstances, notably in the case of a new network created by experienced organisations, the EA may grant derogation from the requirement of providing supporting documents covering the two previous years.",
