  "text": "European Council Decision (EU) 2018/509\nof 22 March 2018\nappointing the Vice-President of the European Central Bank\nTHE EUROPEAN COUNCIL,\nHaving regard to the Treaty on the Functioning of the European Union, and in particular Article 283(2),\nHaving regard to Council Recommendation of 20 February 2018 on the appointment of the Vice-President of the European Central Bank,\nHaving regard to the opinion of the European Parliament,\nHaving regard to the opinion of the Governing Council of the European Central Bank,\nWhereas:\n(1)\nIn accordance with Decision 2010/223/EU of the European Council, the term of office of Mr Vítor CONSTÂNCIO, Vice-President of the European Central Bank, expires on 31 May 2018 and it is therefore necessary to appoint a new Vice-President of the European Central Bank.\n(2)\nThe European Council wishes to appoint Mr Luis DE GUINDOS JURADO who, in its view, fulfils all the requirements set out in Article 283(2) of the Treaty,\nHAS ADOPTED THIS DECISION:",
