Division 14 Malta commits to publishing internal guidelines which will make clear the ineligibility of a number of activities that may be in competition with land-based companies, in particular:

shipbuilding;

sale on board of goods or services not customarily provided to passengers e.g. cars, domestic appliances or livestock; and

the operation of a port or harbour, ship-based holidays where the ship remains moored and there is no sea transportation element.
