  "text": "For a transitional period until 31 December 2019, Member States shall allow, for the trade in dogs, cats and ferrets, the use of a health certificate issued not later than 30 November 2019 in accordance with the model set out in Part 1 of Annex E to Directive 92/65/EEC, as amended by Implementing Decision 2013/518/EU.",
