  "text": "1. The members of the delegation of each Party shall be composed of representatives of the Parties to be led at the senior official level.\n2. Each Party shall inform the other Party of the actual composition of its delegation 21 working days before the meeting.\n3. The Chair shall ensure that all participants of the Joint Committee meetings are duly designated representatives of the Parties. Concerns on the composition of the delegation shall be submitted to the Chair.\n4. The Parties, upon prior agreement, may invite third parties to a meeting to provide information on a particular subject if deemed necessary. Each Party must inform the other Party at least 21 working days before the meeting of their intent to invite a third party.",
