  "text": "Council Decision (EU) 2019/1580\nof 18 July 2019\non the signing, on behalf of the European Union, and the provisional application of the Agreement with Respect to Time Limitations on Arrangements for the Provision of Aircraft with Crew between the European Union, the United States of America, Iceland, and the Kingdom of Norway\nTHE COUNCIL OF THE EUROPEAN UNION,\nHaving regard to the Treaty on the Functioning of the European Union, and in particular Article 100(2), in conjunction with Article 218(5) thereof,\nHaving regard to the proposal from the European Commission,\nWhereas:\n(1)\nOn 11 May 2017, the Council authorised the Commission to open negotiations with the United States of America, Iceland and the Kingdom of Norway on an Agreement with Respect to Time Limitations on Arrangements for the Provision of Aircraft with Crew (‘the Agreement’). The negotiations were successfully concluded by the initialling of the Agreement on 8 March 2019.\n(2)\nThe Agreement should be signed and applied on a provisional basis, pending the completion of the procedures necessary for its entry into force,\nHAS ADOPTED THIS DECISION:",
