# Commission Implementing Decision (EU) 2019/1861 of 31 October 2019 amending Implementing Decision (EU) 2016/587 in order to clarify whether the scope of that Implementing Decision includes exterior LED lighting fitted to certain not off-vehicle charging hybrid electric M1 vehicles (NOVC-HEV) (Text with EEA relevance), Article 2: Entry into force

This Decision shall enter into force on the twentieth day following that of its publication in the Official Journal of the European Union.
Article 1 shall apply to applications for certification submitted in accordance with Article 11 of Implementing Regulation (EU) No 725/2011 following the entry into force of this Decision.
