  "text": "Council Decision (CFSP) 2019/1944\nof 25 November 2019\namending Decision (CFSP) 2016/1693 concerning restrictive measures against ISIL (Da’esh) and Al-Qaeda and persons, groups, undertakings and entities associated with them\nTHE COUNCIL OF THE EUROPEAN UNION,\nHaving regard to the Treaty on European Union, and in particular Article 29 thereof,\nHaving regard to the proposal from the High Representative of the Union for Foreign Affairs and Security Policy,\nWhereas:\n(1)\nOn 20 September 2016 the Council adopted Decision (CFSP) 2016/1693 concerning restrictive measures against ISIL (Da’esh) and Al-Qaeda and persons, groups, undertakings and entities associated with them.\n(2)\nIn view of the continued threat posed by ISIL (Da’esh) and Al-Qaeda and persons, groups, undertakings and entities associated with them, one person should be added to the list of persons, groups, undertakings and entities set out in the Annex to Decision (CFSP) 2016/1693.\n(3)\nA provision should be added to Decision (CFSP) 2016/1693 specifying that the Council and the High Representative may process personal data in order to carry out their tasks under that Decision.\n(4)\nDecision (CFSP) 2016/1693 should therefore be amended accordingly,\nHAS ADOPTED THIS DECISION:",
