  "text": "This Decision shall enter into force on the date of its publication in the Official Journal of the European Union.\nIt shall apply from the date of receipt by the General Secretariat of the Council of a letter confirming the acceptance by the PMO of the powers delegated under the first subparagraph of Article 1(1) or upon the exercise by the PMO of those delegated powers, whichever is earlier.",
